FDIC
Strongly Encouraging Comments, Detailed Analysis from Banks
GBA
Thursday attended an informational session about the proposed Basel
III Capital and Risk Weighting rules hosted by the FDIC Atlanta
Regional Office. Three strong themes emerged for the crowd of about
70 bankers in attendance. Banks should carefully analyze the effects
the proposed rules will have, bankers should comment to the
regulators about those effects and the comments should be as
specific as possible.
"They
asked for us to put pen to paper and tell them the direct capital
effects, costs, administrative time, operational changes, effect on
credit availability and cost, product changes and any other items
that need clarifying," said GBA Chairman-Elect Stan Kryder,
president and CEO, Midtown Bank and Trust, who was in
attendance.

Warning about Recapitalization Scams
The FDIC
this week distributed a special
alert to bank CEOs that it has become aware of multiple
instances in which individuals or purported investment advisors have
approached financially weak institutions in apparent attempts to
defraud the institutions by claiming to have access to funds for
recapitalization. The parties also may inaccurately claim to have
regulatory approval, and have asked the targeted institutions to
pay, in advance, retention due diligence and other fees.
