Legislature Completes Day 33
The Georgia General Assembly completed Day 33 this
week of their 40-day allotment of days to be in session each
year. Adjournment has been set for Apr. 14. We learned a new tax
bill is most likely going to be released Monday but won't
contain sales taxes on safe deposit boxes or credit card
membership fees. Almost every other bill that we've been telling
you about that most likely will pass also saw action this week.

Interchange:
GA Treasurer Hills, Others Join the
Fight against Fed's Proposal
Georgia State Treasurer Tommy Hills
this week submitted a letter to Congressional leaders expressing
concern about the im pact to Georgians and the state budget on
the Fed's debit-card interchange price-control proposal. Hills explains the probable stress the proposal would put on
prepaid card services provided by the state to Georgians
receiving government assistance payments. The National Education
Association and NAACP also this week expressed concerns about
the potential effects of the price controls on educators and
consumers.

GA Bank Symposium
Top bank, economic and accounting experts shared a wealth of
information with
more than 80 bankers at this
year's Southeastern Georgia Community Bank Symposium
Wednesday in Statesboro. In addition, the
regulatory panel that included Georgia Banking Commissioner
Rob Braswell, FDIC Regional Director Tom Dujenski and
Federal Reserve Vice President for Community Bank Supervision
Steve Wise, was an informative session.

Steve Wood Appointed
to GBA Board
Steve Wood, city president, Adel Banking Company, a
Division of The Citizens Bank, Nashville, has accepted an
appointment to the Georgia Bankers Association Board of
Directors. In making the appointment,
GBA Chairman Rick Whaley
said, "Steve is a valuable addition to the Georgia Bankers
Association board. We welcome his expertise, wisdom and
counsel."

Contender
for Bair's FDIC Post Emerges
Martin Gruenberg, the
FDIC's No. 2 official, has emerged as a top candidate to fill
the FDIC Chairman's seat when Sheila Bair's term expires in a
few months, according to story in Thursday's Wall Street
Journal.
Gruenberg has been the FDIC's vice chairman since 2005, and
served briefly as acting chairman before Bair became Chairman in
2006.

Credit Card Regulations
Finalized by Fed
In a move many believe will constrain credit for families, the
Federal Reserve approved a final rule clarifying implementation
of the Credit Card Act. Among the things stipulated in the final
rule is that credit card applications generally cannot request a
consumer's "household income."

Personal Income, Manufacturing
Jobs
on the Rise in Georgia
In the encouraging-news-of-the-week category, personal income
for Georgians is up and the state's manufacturing sector is
showing good signs of growth. Personal income in Georgia rose
2.5 percent in 2010, compared to a 2.5 percent decline in 2009.
In the manufacturing sector, 83 percent of Georgia manufacturers
expect an increase in production in the next six months, and 33
percent recently reported higher employment levels, according to
a
story in this week's Atlanta Journal-Constitution...
