Legislature Passes Halfway Mark
The General Assembly is in full swing as bills we've been following and working to perfect have passed at least one Chamber and many are coming out of committees. And there's lots to be worried about if some bills get traction. So far, so good, though, as the Legislature has been most understanding in accommodating our requests for changes to several bills as they've been moving through the process. Garnishment Rule Outlines New Process

There's a new joint interim final rule establishing how banks should comply with a garnishment order against an account-holder who gets certain federal benefit payments by direct deposit. The rule specifies the customer must have access to a protected amount of money. It's intended to help banks avoid the conflict of choosing whether to honor the court order and risk transferring protected funds or ignore the order and risk liability to the creditor. The new garnishment rule becomes effective on May 1. Read more about it...

 

FHLB Urges Exclusion of Small Banks from Swaps Clearing Proposal

The Federal Home Loan Banks last week supported members in a comment about a proposal for certain exceptions to a mandated swaps clearing process issued by the Commodities Futures Trading Commission. New Guidance Puts More Responsibility on  Banks to Enhance Security and Prevent Fraud

A preliminary draft of new online authentication guidance from the FFIEC puts greater responsibility on the shoulders of financial institutions to enhance their security and prevent fraud. It's likely that this draft will be amended before the final release of the new guidance, however; the current document calls for five key areas of improvement. Economy: Beige Book Reports Modest Improvement

Businesses in the Southeast modestly improved during the first two months of the year, according to the Federal Reserve's Beige Book. The manufacturing and transportation industries noted stability and growth.
