Dispatch from D.C. Legislative Visit
Of
all the weeks for GBA and member bankers to be in Washington, D.C., this
was among the most unique times we've had to define critical concerns
about legislative issues with legislators and regulators. Being in D.C.
this week gave our 29-banker group the special ability to personally
discuss things we support and have serious concerns about with the
Georgia Senators who are debating the historic regulatory reform bill
this week. Senators Chambliss and Isakson are constantly working to
improve the bill which is expected to pass.

Reform Update:
Amendments Fly as Senate Debate Gains Steam
The Senate is debating the
Obama/Dodd financial regulatory reform bill this week and amendments are
flying. One of the first amendment adopted is intended to end
too-big-to-fail. But an early amendment casualty was one attempting to
reign in the unprecedented powers of the proposed Consumer Financial
Protection Bureau. It failed almost along party lines. Debate will
continue for at least another week.

Bidder Announced for SFG Bank Assets
The
FDIC this week signed a bid confirmation letter to sell a 40
percent
equity interest in an LLC created to hold assets of SFG, a
subsidiary of the former Silverton Bank, Atlanta, to Square Mile Capital Management LLC.

Regulators continue to
emphasize adequate financial diversification in many areas. The latest
guidance relates to Correspondent Concentration Risks. Agencies issued
guidance April 30 about identifying, monitoring and managing
correspondent concentration risks between financial institutions.

Underwriting Still Cautious, Demand Still Low
The
Federal Reserve's latest Senior Loan Officer Opinion Survey is
out this week. The survey indicates that the demand for all loan
types has generally declined in the last three months.
Some U.S. banks reported easing standards and some terms on
Commercial and Industrial loans to
large and middle-market companies and
on home equity lines of credit.

Lawrenceville Man Arrested for Armed Bank Robbery
Christopher Watts, also known as Christopher Kanusie, 24, of
Lawrenceville was arrested Monday for armed robbery at a
Bank of America
branch. Watts allegedly entered the
Lawrenceville branch that morning and presented tellers with a detailed
note announcing a robbery.
