The President this week signed the small-business lending bill (H.R. 5297) that includes a new $30 billion fund to provide capital for banks with assets under $10 billion to increase their small-business lending. Fake-Check Awareness Program Launches

On Sept. 28, the GBA, the Consumer Federation of America, the Governor's Office of Consumer Affairs and Georgia Credit Union Affiliates launched the "Don't Become a Target Campaign." FDIC Issues Noninterest-Bearing Account Proposal

There's a new proposal by the FDIC related to noninterest bearing transaction accounts, and the FDIC this week put off an interim final rule about its new resolution authority for systemically important institutions. Failed Bank Asset Securitization Safe Harbor Rule Finalized

The FDIC board this week issued a final rule dealing with several safe harbor protections of failed banks' assets that are transferred for securitizations or participations. FinCEN Proposes Banks Report All Cross-Border Electronic Money Transfers
The Financial Crimes Enforcement Network (FinCEN) this week issued a notice of proposed rulemaking that would require banks to provide records on all cross-border electronic funds transmittals. The proposal also would require all banks to file annually the tax information numbers of accountholders who have transmitted electronic funds across borders.
