Temporary National Flood Insurance Program Extension Passes,
Federal Flood has NFIP-approved Solutions

The U.S. House this week approved a continuing resolution to fund the federal government through Nov. 18 that includes a provision to extend the National Flood Insurance Program (NFIP) through that same date. That may give Congress enough time to pass pending legislation that would extend the NFIP for five years. An NFIP extension is critical to providing support for the recovering real estate, insurance and financial markets in Georgia. FDIC Market Share Report

In-State Deposits Up by $2 Billion; New Banks in Top 25

The 292 FDIC institutions reporting deposits as of June 30 this year held about $183 billion of in-state deposits, an increase of about $2 billion from the $181 billion at the same time in June 2010. There was one new entrant to the top 10 in market share and four new entrants to the top 25 statewide. GBA was called for comment about the report by media and our message was that it is encouraging deposits are up. President's Debit Card Fee Remarks off Base

President Obama this week continued his disappointing trend of bank bashing. In an interview with ABC News' George Stephanopoulos, the President criticized Bank of America's new $5 monthly debit card usage fee. President Obama also said that such card fees are the reason for the formation of The Consumer Financial Protection Bureau (CFPB), whose top official spoke up this week to clarify that the agency may look into standardizing fee disclosures for checking accounts, but not address specific pricing decisions. Raj Date, who heads day-to-day activities at the CFPB. "Making the costs transparent is good for consumers and good for competition. It allows consumers to compare the checking account options from large banks, community banks, and credit unions and pick the one that works best for them." Rep. Woodall Supports Credit Union Lending Cap Expansion

Georgia Rep. Rob Woodall took to the floor of the U.S. House Wednesday to support a bill to allow expansion of credit union business lending beyond the current 12.25 percent cap. The closest any non-exempt Georgia credit union comes to this cap is 8.96 percent. Here's a link that includes access to a video of Woodall's floor statements. The bill is H.R. 1418 (Royce, R-CA). Nomination of CFPB's Cordray Heads to Full Senate

The Senate Banking Committee Thursday voted to send to the full Senate the nomination of Richard Cordray to become the director of the Consumer Financial Protection Bureau. During Cordray’s confirmation hearing Sept. 6, Republican panel members reiterated their pledge to block his nomination unless the bureau’s structure and funding are changed.

 

Shareholder Registration Bills Progress

A couple of helpful bills we're supportive of related to SEC registration requirements were approved by the House Financial Services Capital Markets Subcommittee this week. H.R. 1965 would raise the current 500-shareholder threshold for SEC registration to 2,000, and would also up the deregistration threshold from 300 to 1,200 shareholders. The subcommittee approved separate legislation, H.R. 2167, that includes a provision that would raise the SEC shareholder registration threshold to 1,000. Breast cancer is the most common cancer in women and October is National Breast Cancer Awareness Month. SBA Approves $30 Billion in Small Business Loans in Fiscal 2011

More small business loans were backed by the SBA in fiscal year 2011 than at any other time in the agency’s history. During the fiscal year, which ended Sept. 30, there was a reported $30.5 billion in lending to small businesses and start-ups through SBA's two largest loan programs, compared to $22.6 billion in 2010 and $17.9 billion in 2009. The total for 2011 also included about $5.8 billion in loans to more than 16,000 start-up small businesses, the most since 2008.
