Regulatory Reform on Standby for Senate Vote, Deal Struck to Hike FDIC Reserve Ratio
Just when we all thought the big push for financial service regulatory reform couldn't get more dramatic for our industry, this week's events quickly put that notion to rest. There was a major change related to FDIC insurance premiums and the statutory reserve fund ratio. The bill passed the House, but the Senate has delayed a vote until after the July 4 recess. Debit/ATM Opt-In Rule and Account Service Charges in the News
The Regulation E requirement that banks obtain opt-in permission from customers to charge overdraft fees for debit card and ATM transactions took effect July 1 for new accounts. Community Bankers Committee Gets Georgia Department of Banking and Finance Update

GBA's Community Bankers Committee met this week in Atlanta. In addition to a thorough legislative update and a roundtable discussion of local market conditions, the committee heard from Steve Pleger, the new Senior Deputy Commissioner of the Georgia Department of Banking and Finance (DBF). Among the issues he noted as priority for the DBF is to be more timely in issuing its exam reports and responding to other requests from banks (video). Fed Issues Changes to Daylight Overdrafts to take Effect in Early 2011
Consumers aren't the only ones seeing changes to overdraft policies. A revised Federal Reserve Payment System Risk policy goes into effect in early 2011 that encourages institutions to pledge collateral to cover daylight overdrafts, intraday loans to banks caused when banks transfer funds in excess of reserve account balances at a Federal Reserve Bank. Small-Dollar Loan Pilot Results Reported
The latest edition of FDIC Quarterly reports on the two-year Small-Dollar Loan Pilot Program concluded at the end of 2009. GBA members Citizens Trust Bank, Atlanta, and The Heritage Bank, Hinesville, participated in the program designed to show how banks can profitably offer affordable, small-dollar loans as an alternative to high-cost credit products, such as payday loans and fee-based overdraft programs. GBARS Elects New Chairman and Director
The GBA Retirement Services, Inc. Board of Directors recently named Chuck Copeland, First National Bank of Griffin, as the new Chairman of GBA Retirement Services, Inc. One member resigned from the Board this year, and the Board approved a new member for 2010, Douglas Wren of Peoples Bank, Covington. The Board would also like to thank the outgoing Chairman Tommy Weber, former president of Farmers Bank, Forsyth, for his years of dedication to the GBA Master 401(k) and Pension Trust.
