GA Tax Committee Holds First Meeting
The special committee created by the Georgia General Assembly to review Georgia's tax system held its first meeting this week. GBA's Elizabeth Chandler attended the organizational session. The appointed panel represents many aspects of Georgia business as well as academia and will be chaired by A.D. Frazier with Affiance LLC. GBA members will recognize frequent speaker and economist Dr. Roger Tutterow, who is also on the panel. More about the tax committee meeting...

Foreclosure Registry Ordinance Passed by DeKalb County
The DeKalb County Commission this week passed an ordinance requiring creditors to register foreclosed properties with the county for $175 a year upon notice of default. The ordinance also requires the creditor to maintain vacant property and face a $1,000 fine per day if the property is not maintained appropriately. Washington Update: Small Business Lending, More Interchange Shenanigans
We have been watching closely the Senate's debate on H.R. 5297, the small-business lending bill that includes important extensions of SBA program enhancements as well as possible amendments to increase in the number of shareholders for SEC registration from 500 to 2,000 and the addition of the much discussed $30-billion lending fund. And, Illinois Sen. Richard Durbin continues his attack on bank interchange revenue. So far, the D's and R's can't agree on which amendments will be offered, so they've put the bill on hold for now. Interchange: How Price Controls will Crimp Lending, Curb Low- and No-Cost Checking

There's a GBA-supported move afoot to repeal the controversial interchange amendment that became part of the Dodd-Frank Wall Street Reform and Consumer Protection Act. In testimony this week to the U.S. House Committee on Small Business, a banker outlined some specific examples of how damaging the bill could be for consumers, banks and small business lending. "The revenue banks receive from interchange helps to offset some of the costs of providing demand deposit services, costs which far exceed the revenue per account from interchange income," said Robert Oeler, president and chief executive officer of Dollar Bank in Western Pennsylvania and Northeastern Ohio. Fed on the Economy: Tapping the Brakes
Economic activity in the Atlanta Federal Reserve District slowed in June and early July, according to the Fed's Beige Book survey released this week. Retailers and the tourism sectors were generally positive, but noted concern about the effects of the Gulf oil spill. Areas of continued uncertainty remain residential and commercial real estate. The residential sector showed a slowing pace of home sales. For banking, Atlanta, New York and San Francisco all reported restrained or decreasing loan demand. Public Trust in the U.S. Financial Sector Improves Slightly in Second Quarter
Trust in the financial sector as a whole has modestly recovered in the United States, according to the Financial Trust Index published quarterly by the Chicago Booth/Kellogg School. Trust in the stock market climbed from 30 percent to 32 percent. Over the same period, trust in banks was unchanged, holding at 39 percent. View the most recent financial trust index here...

OCC: Walsh to serve As Acting Comptroller of the Currency
The interim chief regulator for national banks will be John Walsh, chief of staff at the Office of the Comptroller of the Currency, when current Comptroller John Dugan leaves Aug. 14. No timeframe was set for naming a new full-time Comptroller. More about Walsh...

Compliance: ATM Access Rules Issued by Department Of Justice
There are new rules out that may require banks to retrofit some ATMs to ensure appropriate access for persons with disabilities. The Justice Department's revisions to its Americans with Disabilities Act Standards for Accessible Design impose new accessibility standards for ATMs, including a requirement for speech output and tactilely discernable input controls to help blind customers. S.A.F.E Act Mortgage Originator Registration Rules Finalized
Regulators this week released final rules requiring residential mortgage loan originators to meet registration requirements for the S.A.F.E. Act.
The rule requires employees of banks, savings associations and certain other financial institutions that act as residential mortgage-loan originators to register with the Nationwide Mortgage Licensing System and Registry, maintain that registration, and obtain a unique identifier.
