Completes Busy Session - It's a Wrap |
|
It may not have
been the prettiest of endings, but the
General
Assembly adjourned Sine Die April 4. Ordinarily the
presiding officers of the two chambers simultaneously gavel the
session to a close. However this year, the House adjourned
several minutes before midnight as the Senate continued in
session voting on one last bill. While the media has
constantly focused on all that was not done and the obvious
acrimony among the leadership, the session turned out to be a
good one for the banking industry. In the two years of this
Legislative session, the GBA monitored, asked to be introduced,
or worked to amend 73 separate bills.
Historically, most legislation of
interest to bankers would be considered by either the House or
Senate banking committees. While a number of important
bills passed through these committees, we also had to work with
the House Ways and Means Committee, House Judiciary
Committee, Senate Finance Committee and Senate
Judiciary Committee. Issues as far ranging as bank
taxation, foreclosure reform, class action law suits against
banks, and preserving the use of bank-issued checks were
considered by these committees. While some legislators had
a steep learning curve, overall we developed a good working
relationship and were successful. |

Federal
Home Loan Bank Announces Additional Collateral Haircut |
|
The Federal Home Loan Bank of
Atlanta has sent a letter to its members announcing a 5%
increase in the discount the bank applies to certain collateral.
In part the letter said, "In
light of continued turmoil in mortgage and credit markets, the
Federal Home Loan Bank of Atlanta will increase the discount it
applies to Residential First Mortgage Collateral to 25 percent
of Unpaid Principal Balance (UPB), resulting in a Lendable
Collateral Value (LCV) of 75 percent of UPB. This compares to
the current |
|
discount of 20 percent of UPB and an
LCV of 80 percent of UPB. This change will take effect on May 1,
2008, when the new discount will be applied to a member
financial institution’s Pledged Qualifying Collateral."

activities at the 2008 Annual Convention is May 15.

Call for Credit Conference Mid-Year Update |
|
There are still a few spaces available for GBA’s Credit
Conference Mid Year Update scheduled for Friday, April 18,
at the Cobb Galleria in Atlanta. Designed for chief credit

Roger Tutterow to Speak at Leadership Conference |

Registrations are coming in at a steady pace for Leadership
GBA’s 48th annual
Leadership Conference July 13-16, at the
Ponte Vedra Inn & Club in Ponte Vedra, Florida. The
Executive Committee has planned a great program you won’t want
