Legislature Returns from Recess to a Busy Week/Revenue Issues Proposed Reg

The Georgia General Assembly returned from a week-long recess for budget hearings and in recognition of the Martin Luther King, Jr. Holiday.  They immediately got to work and a number of new bills of interest introduced or saw action in committees or on the floor.  No word yet from the Senate on the override of the Governor's veto of the tax bill dealing with the interest expense from U.S. Obligations.  The Department of Revenue issued a proposed regulation this week on the underlying bill that simply implements the changes in the 2005 law which caused the tax increase. The regulation also addresses the current practice as to the calculation of interest expense disallowance on non-Georgia municipal bonds.  GBA's Tax Advisory Committee is reviewing the proposed regulations and will comment to the Department if necessary.  Each week during the session we will publish a Legislative Update

GBA's Unveils New Website Design

We are pleased to announce GBA's popular website at www.gabankers.com has been updated and refreshed with a new look and feel.  Working with GBA's Strategic Partner, Financial Marketing Solutions (FMS), we have been able to reorganize much of our content into a more user-friendly design.  "Although our site had received several awards over the years, it was time to step back and see what improvements could be made," said GBA President Joe Brannen.  "Sean Hockenbery at FMS did a great job in coordinating our association-wide re-branding with Chad Wilson, our Senior VP for Member Services.  The website is the latest roll out of the new look.  I also want to thank our GBA Communications Manager, Lydia Thomas, who has spent many hours ensuring everything came together," Joe concluded.  Please give us your feedback on how we can continue to improve the site for your use.

 


Dugan Raises More Concerns About Real Estate Concentration

In a speech this week, Comptroller of the Currency, John Dugan, told a group of Florida bankers the agency was focusing increased attention on problems arising from high community bank concentrations in commercial real estate at a time of significant market disruptions and declining house and condominium sales and volumes.  “The combination of these conditions is putting considerable stress on one particular category of commercial real estate lending:  residential construction and development – and other categories of CRE loans will feel similar stress if general economic activity slows materially,” Mr. Dugan said.  In the area of construction and development (C&D) loans, nonperforming loans in community national banks amounted to 1.96 percent of the total at the end of the third quarter, double the rate of the year before.  The OCC will take a number of steps to deal with the problem, he said.  “There will be more frequent interaction between supervisors and banks with concentrations in CRE loans that are declining in quality,” Comptroller Dugan said.    “There will be more criticized assets; increases to loan loss reserves; and more problem banks.”  Mr. Dugan emphasized that the OCC’s objective has been to “get at problems early when they’re smaller and more easily managed, and to keep communications lines open as we do.”  “For the industry’s part, we expect bank management to be realistic about identifying problem assets themselves, so that our examiners are not forced into the position of having to do this for them,” he said.  “The idea is to recognize problems early and manage through them, with good and continual communications between examiners and bankers, before the problems fester and get worse,” he added.  Florida has been particularly hard hit with the recent slump in real estate.

Dr. Loren Scott to Give Economic Update at Annual Convention

We are pleased to announce that Loren C. Scott, Ph. D., Professor Emeritus at Louisiana State University will provide an economic update  at GBA's Annual Convention scheduled for June 15-18 at the fabulous St. Regis, Monarch Beach in Dana Point, California.  Dr. Scott is well-known to many Georgia bankers as he has been a longtime faculty member of the Graduate School of Banking at LSU He will also offer strategies on how to cope with the economic environment in 2008 and beyond.  The annual convention is the premier association   event - one that every bank leader should attend.  The event is family-friendly with activities planned for spouses/guests and children of all ages.  Convention details have been finalized, and a complete convention package will be mailed in mid-February.  With questions, please contact GBA’s Susie McGehee at (404) 420-2010.

Another Presenter Added to the HR Professionals Institute Agenda

We are pleased to announce an addition to the curriculum of the HR Professionals Institute, scheduled for March 19-21 at the Savannah Riverfront Marriott.  Neil Broom with Technical Resource Center in Atlanta will address the emerging field of computer forensics.  Attendees will learn how bank computer systems and the data contained in those systems can create substantial exposure for an organization.   Also discussed will be best practices available to community banks to avoid liabilities associated with email use, internet access, and other day to day tools used by employees.  For more information or to register, please contact GBA’s Marybeth Jones at (404)420-2032.

IRA Basics Seminar Reminder

Just a reminder to register for GBA’s IRA Basics seminar scheduled for Wednesday, February 6, at the Ramada Plaza in Macon and Thursday, February 7, at the Best Western-Lanier Centre in Gainesville.  Patrice Konarik of Sunwest Training Corp. in Gilchrist, TX will lead the seminar.  This comprehensive A-Z workshop will provide the new IRA banker and supervisor with a complete understanding of all areas of the Individual Retirement Account, as well as a review of significant proposed changes.  The seminar includes the 225-page IRA Training and Reference Manual, also known as the “IRA Survival Guide” or the “Red Book.” Some of the topics to be covered include:

Effective Information Security Management Seminar - February 13

Allowance for Loan & Lease Losses Workshop Space Filling Fast

Response to GBA's newest seminar dealing with this complex new regulatory requirement has been heavy.  Regulators are now expecting to see more details on how you have calculated your allowance for loan and leases and this seminar will help you get there.  The Allowance for Loan and Lease Losses Workshop is slated for Tuesday, March 18, at Idle Country Club.  Designed for CEOs, chief lending officers and others responsible for the determination of the adequacy of the allowance for loan and lease losses, this one day seminar will bring you up to date on the Interagency Policy Statement on the allowance for loan losses.  The session will cover the changes to the reserve calculation including the quantitative and qualitative factors that should be considered in your reserve calculation.  You will also review a sample of an approved reserve calculation and discuss areas
