Legislature
Recesses For Budget Hearings |
|
The
Georgia General
Assembly was in recess this week for budget hearings. A
House Banks and Banking subcommittee met and voted to
report,
H.B. 921 by Committee Chairman,
James Mills (R-Gainesville) and Rep.
Allen Peake (R-Macon). The bill would allow Georgia to
participate in a nationwide system of mortgage lender and broker
licensing. The system is a project of the
Conference of State Bank Supervisors and the bill was
introduced at the request of the
Georgia Department of Banking and Finance. GBA supports
the proposal. |

In
last week’s e-Bulletin, we reported on the legislative session’s
first week where the House began the session by overriding 12
bills Governor
Sonny Perdue had vetoed. Among those was
H.B. 441 which had been passed at GBA’s request to
reverse a substantial tax increase on many banks due to a change
in how investments in U.S. Obligations were treated. As of
press time, no announcement had come from the Senate on their

Bledsoe
Elected to GBA Board by Fellow Associate Members |
|
Congratulations
to
Chris Bledsoe for being elected by his peers as the
Associate Member Representative to the
GBA Board of Directors.
Chris is President and CEO of
Banker’s Dashboard, LLC in Stockbridge. In making the
announcement of his election, the current Associate Member
Representative to the Board,
Tim Keadle, partner with
Porter Keadle Moore, LLP, said “Chris’s background makes
him an ideal candidate for this position. As a former banker
and now as an entrepreneur who created a financial management
tool for community banks, Chris will bring a unique perspective
to the Board. As evidenced by his unanimous election, Chris is
well-respected among his fellow associate members.” |

Chris is
a frequent speaker at GBA events, participates actively in other
association functions, and is generous with his time and
talents. “He will represent the associate members well, and we
are delighted with his election,” Tim concluded. In responding
to the announcement, Chris said, “It is a true honor to be
selected for this position, and I look forward to serving.”

Allowance
for Loan & Lease Losses Workshop Announced |
|
What changed? How do I make sure I
am in compliance with the changes? Will the change

Allowance for Loan and Lease Losses Workshop on Tuesday,
March 18, at Idle Country Club. Designed for CEOs, chief
lending officers and others responsible for the determination of
the adequacy of the allowance for loan and lease losses, this
one day seminar will bring you up to date on the Interagency
Policy Statement on the allowance for loan losses. The session
will cover the changes to the reserve calculation including the
quantitative and qualitative factors that should be considered
in your reserve calculation. You will also review a sample of

approved reserve calculation and
discuss areas you may want to incorporate into your calculation

Tripp
Rackley to Keynote Annual Operations &Technology Conference |
|
Tripp Rackley,
Chairman and CEO of
Firethorn in Atlanta, will present a
session on mobile banking at the
Operations & Technology Conference scheduled for March
5-6 at the Cobb Galleria Centre, Atlanta. Tripp will discuss
how this ever-growing segment of bank technology can be
leveraged so that banks, both large and small, can better serve
their customers and manage their financial relationships.

Annual
Convention Plans Well Under Way |
|
Preparations
are being made for GBA’s
2008 Annual Convention scheduled for June 15-18 at the
St. Regis, Monarch Beach in Dana Point California. “The
attendance has been incredible since we moved the convention to
June. It’s definitely turned into a family friendly event,”
said GBA Chairman Jim Williams, President and CEO of
Citizens Bank & Trust Company in Eastman. “We have
chosen another great location packed with a variety of
activities that will ensure another terrific opportunity for
Georgia bankers to gather.” |

The
program has an outstanding line-up of speakers and breakout
sessions. We also have sessions especially meant for outside

Congress
Returns – Pace Quickens |
|
Congress went back in session this week with the promise of
quick action on an economic stimulus package. The
Federal Reserve’s
unusual action to lower the discount rate with more rate cuts
expected, gave the Congress and
the President a clear message the economy was in trouble.
Senate
Banking Committee Chairman
Chris Dodd
(D-CT)
announced an aggressive agenda for his committee. |
|
Among the
items of significant interest are the Industrial Loan Company
bill GBA supports and his mortgage proposal that we have serious
concerns about. House Banking Committee chairman,
Barney
Frank, has said his committee would continue with an
aggressive agenda as well. It's anyone's guess which, if
any, legislation will pass. |
|

IRA
Basics Seminar Reminder |
|
Just a reminder to register for GBA’s IRA Basics
seminar scheduled for Wednesday,
February 6, at the Ramada Plaza in Macon and Thursday,
February 7, at the Best Western-Lanier Centre in
Gainesville. Patrice Konarik of
Sunwest Training Corp. in Gilchrist, TX will lead
the seminar.
This
comprehensive A-Z workshop will provide the new IRA banker and
supervisor with a complete understanding of all areas of the
Individual Retirement Account, as well as a review of
significant proposed changes.

2008
Overall Results for GBA Retirement Plans Announced |
|
Though 2008 is off to a rough start
in the stock market, and fourth quarter 2007 was a volatile and
overall negative quarter for investment returns,

Pooling
Your Public Deposits? If Not, GBA's Pledging Pool Can Help |
|
The state of
Georgia selected the GBA to administer the
Georgia State Pledging Pool Program. The Pledging Pool
concept is a terrific alternative to the dedicated pledging
method financial institutions currently use. Through the
dedicated method of collateralizing, we found that financial
institutions were usually collateralizing their public funds by
administering each fund separately and reporting on changes
accordingly. Most often, banks over-collateralize this process
to assure compliance with the 110% securitization requirements.
However, we found some banks were under-collateralized due to
the complexity of monitoring and straining administrative
burden. |
|
Changes
in the funds, rates, amounts, and percentages require exact
recordkeeping to prevent under-compliance or excessive funding.
The GBA program pools the securities, administers the record
keeping and audits the records regularly to ensure the bank,
your public depositor, and the state of Georgia that you are in
