Bankers Respond as Tornadoes
Hit Southwest Georgia

Our sympathies to the victims of the recent tornado disasters in southwest Georgia.  We have received numerous reports of bankers taking the lead in helping restore their communities.  Many bankers and their families in southwest Georgia lost their homes or had extensive damage.  There are several relief efforts accepting donations.  We would suggest those wanting to help do the following:  
  • Go to the Chamber of Commerce’s Tornado Information Center to see the variety of ways you can help;
  • Send monetary donations to the Camilla Georgia Tornado Victims Fund, c/o Bank of Camilla, P.O. Drawer 111, Camilla, GA 31730; or
  • Send monetary donations to the Camilla Tornado Relief Fund at Planters & Citizens Bank, P.O. Box 449, Camilla, GA 31730.

Privacy Regulations Proposed
The federal banking regulators have proposed a rule that would establish the minimum requirements to be followed by banks and certain other financial institutions for protecting the privacy of financial information provided to the institutions by consumers.  The proposed regulation was developed jointly by the FDIC, the Office of the Comptroller of the Currency, the Board of Governors of the Federal Reserve System, the Office of Thrift Supervision, the Department of the Treasury, the Securities and Exchange Commission, the National Credit Union Administration and the Federal Trade Commission.  The proposed regulation would require a financial institution to:
  • Provide notice to customers about its privacy policies and practices; 

  • Describe the conditions under which a financial institution may disclose nonpublic personal information about consumers to nonaffiliated third parties; and 

  • Provide a method for consumers to prevent the financial institution from disclosing that information to nonaffiliated third parties by ‘opting out’ of that disclosure.

The proposed privacy regulation, which was developed in consultation with the National Association of Insurance Commissioners, is called for by the Gramm-Leach-Bliley Act.  Comments are due by March 31, 2000.

Convention Plans
Taking Shape

The number of bankers attending GBA’s 2000 annual convention in Québec City continues to climb.  We have heard from many bankers who are making plans to extend their stay to enjoy this beautiful province.  Although the chartered aircraft is full, there are still airline reservations available on commercial carriers.  Please refer to the travel planner enclosed with your convention brochure or download it from the convention page on GBA’s website at www.gabankers.com. Profitable Customers?

Agricultural Lenders Meet At

For anyone making agricultural loans, GBA’s Agriculture Conference on April 20-21 should be on their calendar.  Designed by Ag lenders for Ag lenders, this intense program delves into current information, ideas and issues that are useful every day.  Ideas and practices of other Ag lenders are as potentially fruitful as the carefully structured presentations from national experts.  Callaway Gardens provides a beautiful setting that is conducive to sharing and learning.  Read the enclosed brochure carefully – the program is valuable and relevant.  Dr. John McKissick is back with us for a keynote address about market trends and general agriculture economics.  He’ll look into the crystal ball for us.  Several Ag bankers you probably know will be participating on a panel to share some success stories with alternative sources of  income.  William Givan, from the University of Georgia, will add to the list of ideas.  Other topics include cotton commodity marketing and arbitration as a means to avoid bankruptcy losses. Georgia Banking School Filling Fast
If you have someone slated for GBA’s Georgia Banking School, you may want to act quickly and send in the application.  As of this Bulletin, 42 freshmen are already enrolled and the class capacity is 70.  We have seen an increase in participation for the last three years and this rate of early enrollment indicates that the trend will continue as more banks are acting earlier to enroll their banking school students. The 2000 dates are April 30 – May 5.  If you need a school brochure call Marybeth Jones at  (404) 420-2032.  

Bank Directors Program Looks at Risk 
Bank Directors will look at an appropriate risk management framework and measurements to reduce risk at the 5th Annual Southeastern Bank Management and Director’s Conference sponsored by the University of Georgia in cooperation with the GBA.  The program will be held Friday, February 25 in Braselton at Château Élan.  Be sure to schedule a late return and enjoy the reception after the program.   It’s not too late to register.  Call the Terry School of Business, UGA at (706) 542-1964 for registration and more information.

Thumbprint Signature Program
Lower your bank’s check fraud by participating in GBA’s Thumbprint Signature Program.  The device know as the Thumbprint Signature touch pad is intended to deter counterfeit and stolen check fraud by obtaining a thumbprint signature from non-customers when cashing on-us and not-on-us checks.  The Thumbprint signature can be used by law enforcement agencies in the investigation of fraud claims made by account holders, and financial institution’s usage of the program is a natural deterrent.  No database of fingerprints will be kept by the banking industry, and the signature will be shared with law enforcement officials only in cases of suspected fraud.  A major bank in Georgia has reported an average 71% reduction in check fraud since it began this program.  To order this unique program or for further information, you may contact Renee Valdez at (404) 420-2036 or June Eberhart at (404) 420-2035.

Pledging Pool – Take the Plunge!
The GBA Pledging Pool is operational and those bankers who pioneered as guinea pigs for the system are now enjoying the benefits of decreased administration time, increased liquidity and cost savings.  We now have commitments to register no fewer than ten banks within the next month in the new pooling plan that everyone can join.  There is even a substantial price break for banks with less than 20 public depositors.  GBA has been working closely with the associations representing public depositors, so the word is spreading about the benefits of the pledging pool for depositors.  Get a folder of startup information by calling GBA’s Renee Valdez at (404) 420-2036.  She will also answer your questions and help with registration.
