Reduction Program Announced
The Georgia Bankers
Association will be announcing a major new initiative during the Group
Meetings on how your bank can join a network of banks across Georgia to
dramatically reduce fraudulent activity.
Your bank’s participation in the network will get you early
warnings about fraudulent activity in your area and local law enforcement
will have access to more current information to investigate fraud and bank
robberies. CEOs, this is a “must attend” session for you.
Please make sure to bring your security officer to the Group
Meeting to hear about this new, free member service.
You won’t be disappointed.

Group Meetings Begin
September 3
GBA’s annual series of Group
Meetings will begin in Gainesville on September 3 and end in
Statesboro September 30. “Each year, these meetings give bankers across
Georgia the opportunity to meet locally with their colleagues, GBA leadership and
key staff. We have a great program planned, packed with information that
will benefit our members,” said GBA Chairman Edward C. Milligan,
Chairman and CEO of Main
Street Banks, Inc. in
Atlanta. The Group Meetings are important to our membership as key leaders
are chosen for the association for the upcoming year at this event.
Odd-numbered Groups elect a member to the GBA Board for a two-year term and
each Group elects three officers to represent their Group within the GBA.
The Group Chair serves on the Nominating
Committee to select statewide officers and chairs at next year’s
meeting. The Group Vice Chair works with the Public
Affairs Committee to identify hot legislative and regulatory issues
that need action. The Group Secretary works with the Community
Bankers Committee to plan GBA’s educational program.

GFLA Preemption
With the Comptroller of the
Currency’s preemption of the Georgia
Fair Lending Act, the focus of attention on this and similar laws
across the country is now on the proposal the Comptroller put out for
comment on how these other laws will be addressed. Some in Congress are
calling for hearings on the Comptroller’s actions charging he has exceeded
his authority. Clearly, their intent is to reduce the Comptroller’s
authority and try to reinstate the Act. The American
Bankers Association has written an excellent analysis
in support of the Comptroller’s preemption of GFLA and has sent detailed
letters to the House
Financial Services Committee and Senate
Banking Committee. Our thanks to the ABA for stepping up to support
the GFLA preemption. We have sent copies of the ABA letter to the entire
Georgia delegation along with a one-page
analysis of the preemption.

Adopts New Rules
On July 28, 2003, the Georgia
Department of Banking and Finance adopted the new rules and
regulations implementing the annual housekeeping bill passed during the last
session of the General Assembly. While most of the provisions applied to mortgage bankers, the
provisions applicable to debt cancellation contracts and ATMs are of
interest to bankers. The rules
have been posted on the Department’s website.

to offer community banks human resources solutions they need.
Community bankers in 41 states are using ELC for a wide range

Action Plans, GBA and ELC provide a convenient and cost-effective way

Banks with 50 or more employees are required by September 30 to file
