Credit Unions Going After Bank Reg Relief Bill?
As we reported at the recent Group Meetings, there seems to be a strategy building among the credit unions to attach their bill giving them greater commercial lending authority while reducing their capital requirements to the bank regulatory relief bill that has begun to see some momentum in theTake Action House Financial Services Committee.  “Just because the credit unions are calling their bill The Credit Union Regulatory Improvements Act of 2005 does not mean it has anything to do with regulatory burden relief,” said GBA Chairman Tom Wiley, CEO of Flag Bank in Atlanta.  “Their bill is totally about expanding their powers and their competitive advantage over banks, especially community banks, and we have to let Congress know our strong opposition.”  GBA will be participating in a fly-in to Washington later this month calling on our members of the House Financial Services Committee to oppose the credit union’s efforts.  Below is a chart showing the number of letters written this week compared to last week.  Please stop what you are doing right now and click on the Action Alert to use the simple computer program the American Bankers Association has provided to send your letter.  Our goal is 2,990 letters and to date, 987 have been written.

Two Major Conferences Successful
We were delighted to host 77 bank presidents/CEOs and 34 bank lawyers at their conferences held concurrently earlier this week.  Our thanks to Andy Williams, President of United Community Bank, Blairsville, and Mark Stevens, President of New Southern Bank, Macon, for co-chairing the President/CEO Conference and to Bob Berry, partner with Brinson, Askew, Berry, Seigler, Richardson & Davis, LLP in Rome, for chairing the Bank Counsel Conference.

Five New GBA Board Members Elected
At the recent Group Meetings, bankers in the odd-numbered Groups elected their representatives to the GBA Board of Directors for a two-year term beginning with the Annual Convention next June.  The Board sets overall policy for the Association.  Congratulations to the following:

Commissioner Sorrell Recognized
At the recent GBA Board of Directors meeting, retiring Commissioner of the Georgia Department of Banking and Finance, David Sorrell, was honored with a resolution passed by the Board recognizing his 34 years of service to the industry.  Thank you, Commissioner, and best wishes in your retirement.

Third Annual Georgia BankPAC Golf Classic:
Still Time to Register

Get Smart About Credit Day–October 20
As a banker, you know better than most how a positive payment history can help you achieve your dreams - to own a home or send your child to college, even lend a hand in an emergency while a poor credit report can close doors - to mortgages, financing your own business, even to getting a job.  Young people need to know how to use credit wisely which is why we urge you to go into high school classrooms, connect with youth groups, and visit college campuses across America on “Get Smart About Credit Day on Thursday, October 20.  At this event, bankers across the nation will help young people get smart about credit now so they can make smart financial choices later.  As a community leader, you can help young people learn the dos and don’ts of credit now.  Participation is easy.  Contact your local high school, connect with youth groups, or visit college campuses and schedule a credit presentation for October 21–Get Smart About Credit Day.  The ABA Education Foundation has created an excellent resource kit that contains everything you need for your presentation.  Included in the kit are a video, lesson plans, hands-on activities and worksheets that youth can relate to.  You may order your resource kit online or call the ABA at 1-800-BANKERS.  If you have any questions about the kit or the program, call GBA’s Fran Williams at (404) 420-2015 or Susie McGehee at (404) 420-2010.  Help make a difference in the lives of young people.

BCBSGA Networks
Good News: Macon’s Medical Center of Central Georgia continues in the networks and Coliseum Health System, including Coliseum Medical Centers and Coliseum Northside Hospital in Macon, will re-enter the PPO, HMO and POS networks effective October 1, 2005.  We notified you several weeks ago that The Medical Center of Central Georgia was terminating its PPO, HMO, POS, and indemnity network contract. Pledging Pool Participation Rapidly Increasing
We are pleased to see the participation for the Pledging Pool Program increasing among our member institutions and excited to be a part of this Program.  The Pledging Pool Program, administered exclusively through GBA Services Inc., has seen a dramatic increase in awareness throughout the public sector since it began operation January 1, 1999.  GBA Services, Inc. was selected by the State as administrator of the Pledging Pool based primarily on our long history of providing exceptional administrative services to member institutions.  We have established a sophisticated administration process and data processing system to track pooled collateral activity associated with each participating public depository institution.  Each participating financial institution may establish its own collateral pool based on public depositors that select the pooled approach in lieu of the current dedicated method.  Using the pooled method, financial institutions are able to pledge a pool of securities against all public deposits, allowing for better control of the 110% collateral requirement.  This simplified process reduces safekeeping and administrative costs without disrupting day-to-day operations and allows you, the bank to better maintain your excess collateral.  To learn more about how the Pledging Pool Program can benefit your bank and your public depositors, please contact GBA’s Kenyetta Parks at (404) 420-2035.
