Compliance Peer Group Meeting Slated
The
second meeting of GBA's
Compliance Peer Group is scheduled for Tuesday, November 14,
at the
Crowne Plaza Hotel in Macon. Following the popular format
of the first peer group meeting, participants will receive training
from
Steve Moore of Bank Compliance Services on the latest
information on flood requirements, BSA/AML compliance and the
regulations recently adopted by the
Georgia Department of Banking and Finance. GBA President
Joe Brannen will give a brief update on legislative issues
we expect to encounter in the 2007 session of the
General Assembly and in the Congress. However, most of the
meeting time will be reserved for peer group discussion.

Ameris Bancorp. in Moultrie chairs the Compliance Peer

Online Bidding
to Begin November 15
In a
recent Bulletin, we told about the
Georgia Office of Treasury and Fiscal Services (“OTFS”) plan
to convert the current paper-based bid process for state deposits to
an online system. The OTFS has notified us that the startup date
has been set for November 15. Banks have been sent signup material
and we understand more Georgia banks have expressed interest in the
program than in any of the other states where similar programs
operate. For additional information, including a bidder training

FDIC Asked to
Extend ILC Moratorium
In last
week’s e-Bulletin, GBA Chairman Bobby Carmichael reported
that
FDIC Chairman
Sheila Bair told attendees at the ABA annual convention that
she planned for the FDIC moratorium on approving new Industrial Loan
Companies to expire as planned in January. However,
House Financial Services Committee Ranking Member
Barney Frank (D-MA) and Rep.
Paul Gillmor (R-OH) have said they will ask the FDIC to
extend its current moratorium. Rep. Frank said essentially the same
thing GBA did in our comment letter to the FDIC that the
moratorium’s scheduled January expiration would not give Congress
enough time to address the ILC issue, and that an extension of the
moratorium would be appropriate. Hopefully FDIC will respond
favorably to these requests. Reps. Gillmor and Frank also
introduced H.R. 5746 to halt the approvals. Our thanks to

Georgia Deposit
Growth Remains Strong
The
FDIC recently released the annual June 30
Summary of Deposits
information for all banks in the country. The report shows banks
operating in Georgia continue to grow faster than most of your peers
elsewhere. Here’s a chart comparing 2005 and 2006:

In the report accompanying the release of the data, FDIC reported
the U.S. banking industry shrunk in number of institutions by 1%.
Nationally, deposits grew by 8.9% and office growth increased 2.9%.

New
Contact Banker Program
Many
bankers throughout Georgia recently received information from the
American Bankers Association (ABA) regarding their new
Direct Contact Bankers Program. If you previously
participated in the ABA’s grassroots efforts, you should have been
notified of the new program and asked to enroll. We encourage you
to do so in addition to participating in the grassroots efforts of
the GBA. The coming session of Congress could be extremely busy for
the banking industry, and the involvement of individual bankers with
knowledge of the significant issues we face is crucial. If you are

Georgia BankPAC Classic a Success
Leadership GBA’s
Sixth Annual
Georgia BankPAC Classic was a huge success with over 80
bankers and associate members in attendance. The two-man scramble
tournament was held on October 25 at Kinderlou Forest Golf Club in
Valdosta. “We were thrilled with the increase in attendance and
sponsors this year. Because of everyone’s support, we will
definitely be able to increase our contribution to the Georgia
BankPAC,” said Jay Forrester, Leadership GBA President and
Group Vice President at
Georgia Bank & Trust Company in Augusta.

Third Quarter Investment Returns
Third
quarter was a big improvement in the stock market.
GBA Retirement Services, Inc. is pleased that all five
Lifestyles Portfolios and most of the individual mutual
funds in the Trust have positive year-to-date returns as of
September 30, 2006. Both
Reliance Trust Company and
Atlanta Capital Management continue to have solid,
competitive long-term investment returns. Since the consolidation
of both investment firms’ products at the beginning of the year, GBA
Retirement Services has seen continued growth among the number of
banks entering the 401(k) Trust.
