Signs Housing Bill |
|
In case you
missed it,
President Bush signed this week the wide ranging housing
package that includes provisions for a new regulator for the
FHA, extends a safety net for
Fannie Mae and
Freddie Mac, and help for homeowners struggling to avoid
foreclosures.

Barney Frank (D-Mass.), strongly encouraged lenders to
participate in voluntary |

efforts
to re-structure loans for stressed borrowers and encouraged
regulators to quickly develop the new underwriting guidelines
necessary.

Residential
Covered Bonds get Boost From Treasury, Big Banks |
|
The
U.S. Treasury Department this week rolled out its
guidelines for development of a covered bond market in the
U.S. The guidelines are designed to establish a new source of
liquidity and funding for residential mortgages and speed the
recovery of the U.S. Housing market. Covered bonds are general
obligation bonds issued by a trust or special purpose vehicle
and secured by a pledge of loans that remain on the bank's
balance sheet. Covered bonds, although unfamiliar to many U.S.
investors, are a $3 trillion market used heavily in Europe. |

Officials
from
Bank of America Corp.,
Citigroup Inc.,
J.P. Morgan Chase & Co. and
Wells Fargo & Co. voiced their support for the emerging
market in a statement saying, "We look forward to being leading issuers as the U.S.
covered bond market develops.” As we reported two weeks ago, the
FDIC recently issued a
clarified policy on covered bonds to
ensure that access to the bond collateral pools in the event of
FDIC recievership does not impede a bank’s ability to secure
FHLB advances. |

Economic Forum Registrations Pouring In |

Registrations are pouring in for GBA’s Fall Economic Forums
scheduled during the month of September. These meetings provide

IRA
Update and Review Scheduled for September 12-13 |
|
Learn all
you need to know to help your customers with
complicated Individual Retirement Account issues. With all of
the new IRA plan types, regulation changes and clarifications of
existing rules and regulations, an annual update and review of
the more challenging aspects of Individual Retirement Accounts

update, regulatory enforcement actions, capital and liquidity
issues, and the ever-popular Recent Developments in Banking Law

School
Scheduled for November |
|
GBA’s
Southern Operations and Technology School will be held
November 2-7 at the
University of Georgia. As a resource for focused
training in banking technology and operations, the school is the
premier provider in the southeast and one of only a few in the
country.

program covers four areas: compliance, risk management,

ABA
Education Foundation Recognizes GBA’s Financial Literacy Efforts |
|
On July 29, The
American Bankers Association Education Foundation
recognized several state bankers associations for their efforts
to promote financial education within their states. The
Georgia Bankers Association was recognized for exceeding
their participation goal in
Get Smart About Credit Day. “At its heart, banking is
about people,” explained Laura Fisher, ABA Education
Foundation director. “And today we acknowledge and reward the
state banking associations’ efforts encouraging bankers to
promote financial literacy in their communities.” The
program is coordinated in Georgia by
Leadership GBA. |

Get
Smart About Credit along with Teach Children to Save are annual
programs sponsored by the ABA Education Foundation that have led
to some 69,000 volunteers bankers sharing with nearly 3.2
million students the value of saving and the dos and don’ts of

About Amendments on GA Ballots |
|
There are
three constitutional amendments that will be on Georgia ballots
this November. The
Association County Commissioners of Georgia (ACCG) is
hosting a series of educational public forums for voters to
learn more about these amendments. These forums are a great way
to make sure you’re well informed about issues on the ballot.
They are free to the public but ACCG does ask for an RSVP.
