Online
Bank Rating Services: Tips for Answering Customer Concerns |
|
We’re hearing
from a number of you that customers are asking questions about
your bank’s safety-and-soundness ranking by online rating
services such as
BankRate and
Bauer. We all know that these rankings don’t tell the whole
story, but we recommend that each member bank know their ratings
from these services and how these services calculate their
ratings. Then, make sure your staff is prepared with your own
information that details key information the services just don’t
have access to as a way to reassure your customers. Aside from
your bank’s individual story that only you can tell, here are
some general thoughts you can share with your customers who may
inquire about the scores from these services.

These are
ratings from for-profit companies that are based on
relatively simplistic formulas. The only true list or rating
that matters is the one from the
FDIC, which has a more thorough and complete picture of
a bank’s safety and soundness. (Note, however, that the FDIC
directs people to these agencies through their web site as a
service to concerned consumers. It clearly does not endorse
or confirm the accuracy of the rankings, but they do
encourage consumers to check them out.)

The
FDIC has good reason not to publish their ratings. Banks
with problems often work them out over time. On average, the
vast majority (87 percent) of banks on the FDIC problem list
come back to healthy status over time.

Lists from
non-regulatory bodies can’t fully assess the true safety and
soundness of an organization. They don't know what proactive
steps the bankers are taking to ensure safety and soundness
or what corrective actions have been taken since the public
information was published.

If your
deposits don’t exceed FDIC insurance coverage limits,
there’s no need for you to be concerned. No one has ever
lost a penny of FDIC insured deposits. Your banker can help
you understand your coverage and help you understand your
options for making adjustments to your accounts if necessary
to ensure that all of your deposits are insured.

Meet
Georgia’s New Chief Banking Examiner |
|
Congratulations
to Kevin Hagler who has been named the new Deputy
Commissioner for Supervision at the
Georgia Department of Banking and Finance.
Kevin will oversee 62 examiners
statewide and has responsibility for supervision of new banks,
special-purpose banks and troubled institutions. Kevin began his
career with the department in 1997. He progressed through the
examiner ranks and became a supervisory examiner in 2002 in
District 1. In 2003, Kevin was appointed to the position of
district director in District 1, where he assumed field
regulatory and supervisory responsibilities for the financial
institutions in the District. Kevin is a graduate of
Auburn University with a degree in Finance and is a
certified examination manager.
Kevin told the
Atlanta Business Chronicle that the department’s budget
constraints, and worries about further spending cutbacks by the
legislature in the next session, have him already looking to get
efficiencies “wherever I can” within the exam division. |

Kevin
moves into the role as deputy commissioner for supervision as
Grace Lurry is retiring effective Sept. 1, 2008, after 34
years with the department. “We look forward to working closely
with Kevin and continuing the strong partnership with have with
the Department of Banking and Finance to help guide our members
through this challenging time in our industry,” said
Joe Brannen, GBA President and CEO. “And we want to
congratulate Grace on her outstanding career and service to our
industry and wish her well in her retirement.” |

Primary
Runoff Results - Now on to the November Elections |
Several
of this week’s Georgia runoff elections were of interest to the
banking industry. Besides the headlining race between former
State Rep. Jim Martin of Atlanta and DeKalb County CEO
Vernon Jones vying for the chance to take on incumbent U.S.
Sen.
Saxby Chambliss (Martin was the winner), there were
other races we followed for seats in the
General Assembly. In State Senate District 50, Sen.
Nancy Schaefer, a member of the
Senate Banking and Financial Institutions Committee, was
unseated by Habersham County Commission Chairman Jim
Butterworth. |

And,
in Senate District 44, freshman Sen.
Gail Davenport was defeated by former State Rep. Gail
Buckner in a district that includes portions of Clayton and
Henry counties. Sen. Davenport had sponsored a foreclosure
related bill last session that did not pass but was followed
with great interest by a number of groups. On the horizon for
the November general election are many other races of interest
including that of Sen.
Bill Hamrick of Carrollton, who chairs the Senate
Banking and Financial Institutions Committee, and Rep.
James Mills of Gainesville, who chairs the
House Banks and Banking Committee. |

Banking
Department Adopts New Rules |
|
The
Georgia Department of Banking and Finance has adopted the
changes to nine new or amended rules we reported about July 3.
Most of the changes apply to non-banking firms regulated by the
department. However, at GBA’s request from member input, there
is a provision that removes the 10-year limitation on
interest-only loans for single family owner-occupied residential
loans. |

The request
was made to provide parity
for
state-chartered banks as nationally chartered banks do not have
such a 10 year restriction. Please review the final rules; and

Frank,
Others Push Lenders for Foreclosure Pause |
|
The nation’s
largest mortgage servicers have been encouraged to hold off on
foreclosures on borrowers who are possibly eligible for
assistance under FHA’s "Hope for Homeowners" program, part of
the recently passed housing package. The new FHA program takes
effect Oct. 1. |
|
House
Financial Services Committee Chairman
Barney Frank and three other panel members Aug. 5 sent a
letter to large servicers and industry trade associations asking
for voluntary forbearance and for clarification of their
preparations for helping homeowners come Oct. 1 and before. |
|
Georgia
Gets High Marks for Business |
|
There’s
positive news in this week for the long-term business outlook in
Georgia, and that, of course is good news for banks, too.
Forbes magazine ranked Georgia No. 5 on its annual best
states for business list in its July 31 issue. That’s up 10
spots from one year ago. The magazine cited Georgia’s continued
population growth, and said Georgia has the fastest-growing
economy in the Southeast, with the state GDP up 2.8 percent in
2007. |

Georgia’s
job-growth outlook outpaced the national average, too, with
in-state jobs expected to grow by 1.8 percent compared to just
0.9 percent nationally over the next five years. “We believe the
Forbes ranking is further evidence that Georgia is poised to
rebound faster than many other states from the current stress in
the housing and credit markets, which is good news for our member
banks,” said
Joe Brannen, GBA President and CEO. |

FBI
Issues Quarterly Robbery Statistics |
|
Nationally,
there were 1,609 robberies, burglaries and larcenies at banks,
thrifts, S&Ls and credit unions during the fourth quarter of
2007, according to the latest
FBI report. Georgia and Pennsylvania were third on the list
of states for robberies, with 84. California led the list, with
190, and Florida had 85. Most robberies involved non-violent
note passers, and the most common day for robberies during the
fourth quarter was Fridays, from 3-6 p.m.
This new FBI
information gives us good reason to again promote the new
www.georgiabankrobbery.com web site that features photos of
suspected bank robbers and details of the robberies. |

The web site provides the public with an online channel to
submit tips if the suspects are someone they know or have seen.
The site is a joint project of the Georgia Association of Bank
Security (GABS), the Atlanta FBI, local, state and federal law
enforcement agencies. Also, don't forget to publish
information about robberies, ID Theft and bank fraud on GBA's
FinCrime.com. This free member service is a good
way for you to post and receive immediate emails about
fraudulent activity right here in Georgia. |

several Georgia banks with not only expansive coverage and
increased benefit amounts, but significantly lower rates.
